They just want to make sure that he's not lying about his whereabouts. When I used to cross.. they rarely asked me how much money I had. They usually only ask you in a type of situation where the person crossing is saying they're going to the casino or shopping, they'll ask how much money they have, if the person says $20 then clearly they keep asking. And he had better appear well-dressed, affluent and educated. If he's young, sloppy, cheap, and not with his parents -- ooh-la-la! -- you aren't going to get to see him.
